WTO 협정의 일부이긴 하나 모든 WTO 회원국이 아닌 이를 수락한 국가들에게만 적용되도록 한 협정으로 마라케시협정 부속서 4에 규정. 여기에는 민간항공기 교역에 관한 협정(Agreement on Trade in Civil Aircraft), 정부조달협정(Agreement on Government Procurement),국제낙농협정(International Dairy Agreement) 및 국제우육협정(International Bovine Meat Agreement) 등이 포함됨.
